More Israel Trivia

Which Israeli of note said the following words? (Bonus points for when):
“We must prevent a situation of an insufficient Jewish majority ....There is room for a non-Jewish minority on condition that it accepts the destiny of the State vis-a-vis the Jewish people, culture and tradition. The quote is from Rabin. Not sure when, but my guess would be during his first premiership.

And I was trying ot figure out where Kikar Malchei Yisrael went.... now it all makes sense...
